Description
As freighter traffic between the worlds increased, German customs officials were hard pressed to reach arriving ships before they delivered their cargo and could never hope to catch departing ships before the cargo manifests could be checked. The result was the Kaiserliche Küstenwache (Imperial Coast Guard).
